An EXW offer, ex works price, includes neither the transport, nor the insurance, nor the duties and taxes on entry, nor the port fees, nor the inland transport to your warehouse. Each of these items is added on top.
A source that is more expensive at the factory can be cheaper delivered to you. A cheaper source can lose its advantage if the freight costs more. Only the full basis allows you to decide.
